MCA Board Elections in December

The Mechanicsville Civic Association will be holding officer elections at our meeting held on Monday, December 7 for the following positions:

Board of Directors

  • President
  • Vice-President
  • Secretary
  • Treasurer
  • Parliamentarian
  • Membership Officer
  • Chaplain

Standing Committee Chairs

  • Economic Development Committee
  • Health and Human Services Committee
  • Housing Committee
  • Communications Committee
  • Public Safety / Environmental Justice Committee
  • Youth Development Committee
  • Senior Living Committee
  • Membership Committee

Qualifications

5.6 – Qualifications for Board of Directors and Committee Chairs
A. All Officers of the Corporation including the President, Vice-President, Secretary, Treasurer, Parliamentarian, Membership Officer and Chaplain must have been a resident of Mechanicsville for at least the most recent two (2) years preceding date of Bi-Annual Meeting. All Officers of the Corporation must have attended no fewer than six (6) monthly meetings of the MCA membership body during the year of nomination.
B. All standing committee chairs, excluding the Membership committee, but including the Economic Development Chair, Housing Chair, Youth Development Chair, Senior Living Chair, Public Safety/Environmental Justice Chair, Health and Human Services Chair and the Communications Committee Chair must have attended no fewer than six (6) monthly meetings of the MCA membership body during the year of nomination.

At our October Meeting, the Board of Directors voted to suspend bylaws sections requiring members to have attended 6 (six) meetings to run for one of these positions due to MCA having to cancel our April and May meetings because of COVID-19. The meeting requirement is currently set to four (4) for the purposes of this election.

Virtual Mechanicsville Civic Association Meeting on Monday (11/2)!

Just a reminder that the Mechanicsville Civic Association will be meeting on Monday, November 2 at 6:30pm. The meeting is normally held at Dunbar Recreation Center, Room 207, but will be held virtually due to COVID-19. You can find more information about the meeting here and below:

Please note that we will be discussing officer nominations at this meeting. Due to COVID-19, specific sections of the bylaws have been temporarily suspended to reduce the number of required attended meetings from 6 to 4.

We will also be considering two amendments to bylaws to allow for greater community participation in our upcoming elections:

  • Reduce the residency requirement from two years to one year
  • Reduce the board term length from two years to one year

New STR Proposal from Dickens 20-O-1656

The 20-O-1656 Dickens STR Proposal

The 20-O-1656 Dickens STR ordinance was introduced at City Council on Monday, October 19th and has been referred to the Community Development/Human Services Committee. Based on comments from council and attached in our copy of the ordinance city council appears to be hammering out some additional details and sounds open to feedback. Specifically, council is still working through these details for 20-O-1656:

  • Do residents apply for permits through the city or through platforms like Airbnb?
  • The current language “primary residence plus two, then apply for a business license” is very likely to come down to “primary residence plus one.”
  • Have reviewed the ordinances for several other cities, and some have other pieces that we think should be considered and potentially added.

ATL Neighbors 20-O-1656 Analysis

The ATL Neighbors annotated version of 20-O-1656 includes our initial thoughts on 20-O-1656, which we summarize here. Please complete our brief questionnaire on 20-O-1656 to let us know your thoughts on this subject.

Likes

  • Posting basic information in the unit (However this should be expanded)
  • Having a 24 hour contact
  • Having a mechanism to revoke “certificates” for recurring violations
  • Tax parity with hotels

Dislikes

  • There are no caps or limits of any kind in this proposal. Taken to an extreme, the entire city could be bought up and turned into STRs.
  • There is no requirement of any short term listing platform in the ordinance whatsoever. No serious ordinance can omit this. As written this ordinance ignores the elephant in the room.
  • Imagine a sharable dockless mobility device ordinance where we ignored the platform and only required certificates for the individuals who charge the devices. That’s what this Short Term
  • Rental ordinance proposes to do.
  • Leaving final say on STR certificate revocation to the COO’s sole discretion with no documented evaluation criteria will carry an appearance of corruption to many citizens when unpopular decisions are made.
  • The proposal opines that “The use of property as a short term rental is a property right”, but does not appear to be tracked for zoning review or NPU input.

Missed Opportunities

  • It would be better for the COO or their designee(s) to define and publish STR rules that aren’t specified in the ordinance. This would help ensure that rules are understood by all parties and could evolve without the need for City Council to intervene. This mechanism could also be used to refine what information is to be posted in STRs and what safety standards units should meet prior to issuance of STR certificates. We can and should do a lot more to protect guests.
  • Audit homestead exemptions for any STRs to ensure compliance.
  • Do more to address affordable housing and reduce gentrification.
  • Distribute STRs more equitably across the city.

City Council Passes Party House Ordinance

The Party House Ordinance 19-O-1393 was passed by City Council unanimously with 14 votes on Monday, October 19th. The Zoning Number for this ordinance is Z-19-76. The ordinance is now at the Mayor’s office for signature. Our understanding is that 19-O-1393 becomes law later this week unless it is vetoed by the mayor’s office.

Atlanta Department of City Planning invites you to join the 2021 CDP Stakeholder Advisory Committee

The City of Atlanta Department of City Planning is pleased to invite you to participate on the Stakeholder Advisory Committee for the 2021 Atlanta Comprehensive Development Plan.

The Comprehensive Development Plan guides Atlanta’s growth and development. It is used to prioritize infrastructure investment across the city and make changes to neighborhood and corridor plans. The State requires it to be updated every five (5) years, and this year’s update will happen when Atlantans are facing unprecedented development, a global pandemic, economic uncertainty, and a national reckoning on racism and injustice.

As we take on this effort, we draw upon Atlanta City Design: Aspiring to the Beloved Community and its core values of equity, progress, ambition, access, and nature. The 2021 Comprehensive Development Plan is our chance to embrace an Atlanta designed for growth with greater density while conserving the unique character and scale of our neighborhoods. The Atlanta City Design challenges us to design an inclusive city and become the beloved community.

We are convening a group that is broadly diverse. Your organizations give voice to others. Many of you guided past city-wide planning efforts, such as Atlanta City Design, Atlanta Transportation Plan, Atlanta City Design – Nature, Atlanta City Design – Housing (2020), Atlanta Future Places.

Your continued leadership will ensure the values of Atlanta City Design are put into action in the Comprehensive Development Plan. This group will give insights and feedback to inform decisions throughout the planning process. Equally important, the group’s deep connections with Atlantans will help break down barriers to truly give voice to those who don’t have it yet, particularly those who are suffering from racism, poverty, hunger, homelessness and other injustices.

Atlantans must be heard, especially in these times, and be allowed to influence comprehensive development planning if our city is to be for everyone.

We will hold a virtual introductory meeting to orient the Stakeholder Advisory Committee members.* This meeting will be on Wednesday, October 28th from 12:00 to 1:00pm. The meeting will be recorded and shared to the group if you cannot attend live.

Youth Community Builders Program Flyer

My name is Keith Hagood, a Prevention Specialist with Westcare GA. Our Youth Department host A Leadership Program called Youth Community Builders ( YCB), and would like children from our community to be a part of our 2nd cohort!

I have attached the flyers to help promote this group.

We are having an informational this Saturday at 11 am at Westcare.

The Goal of YCB is to empower youth to make a difference in themselves and their community! Our program is designed to engage, uplift, and support our youth to develop their brightest  potential while making the best choices.
