Good afternoon, NPU Leaders. Apologies for the multiple emails today. I wanted to send you information on a few things today, and I hope that you will share with your members as appropriate:

IMPACT FEES PUBLIC HEARING – MONDAY, JUNE 22^ND

As you may know, the City is in the process of updating the Development Impact Fee Study and Ordinance for the first time in over 25 years. (Impact Fees are a one-time fee on a new or proposed development project to pay for all or a portion of the costs of providing public services to the new development). The community is invited to take part in the public engagement period that ends with a public hearing scheduled for Monday, June 22, 2020 at 6:00 p.m. When we posted this on social media, there was a lot of confusion about this project, so I invite you to review the website, review the attached overview, and if you have any questions, please ask. The most frequently heard concern was that this is a fee assessed to residents. It is not.

WB 1012: BYLAWS CLINIC – THURSDAY, JULY 9^TH

We’ve talked quite a bit about bylaws over the past few months, haven’t we? In hindsight, I realize we should have scheduled this class for June and next year we will. As a reminder, bylaws are due into DCP no later than September 30^th and anyone who resides, owns property, or has a place of business in the NPU can vote on bylaws without any restrictions. NPUs are not required to amend their bylaws, but you are required to approve them annually. Considering what we’ve all learned in the past few months, you’ll probably agree that at least one amendment is in order.  The Bylaws Clinic will review important recommendations for your bylaws, and identify problem areas. Of course, we’ll also talk about recommended amendments in light of present conditions (Covid-19). Please attend this class or invite your Bylaws Committee Chair to attend. This will really help us avoid issues and problems in September. The class is open to neighborhood groups and other residents as well. As with all NPU University classes, registration is required. BOARDS, AUTHORITIES, COMMISSIONS, ETC.

I regret that I cannot offer an update on BZA, ZRB, LRB, APAB or any other board at this time. As soon as I know something, I will let you know. As a reminder, we are following best practices as it relates to credit for attendance at APAB (pertaining to your requirements for grant eligibility), which means that all members will be given credit for attending cancelled meetings since we cannot know whether they would have attended if a meeting was held.

DASHBOARD

Today you received an invitation to the beta version launch of our NPU Dashboard (flyer attached). Please be sure to share this widely. We’re really excited to be able to share this with you and walk you through how to use it. As you may know, we have worked really hard on this over the past year (special thanks to you who participated in the focus group to help us make improvements), so being able to share it with you is definitely a highlight for us. And once we get it up and running, we’ll be moving on to our next big idea! You can register to attend the Dashboard launch here.

The SXSW Candidate Forum is a joint initiative of NPU-I, NPU-S, NPU-T and NPU-V. The forum is an opportunity to hear the positions of GA House Candidates from District 56 and 57. Daniel Vasquez, NPU Program Coordinator for the City of Atlanta suggested that I contact each of you directly about our upcoming workshop.  I am hosting a How to Lower Your Property Tax Virtual Workshop, scheduled for Saturday, June 13, 2020 at 10:00 am.

In this free workshop, Stacey E. Reynolds, Staff Attorney of Atlanta Legal Aid Society will share valuable information about Fulton County Property Tax Exemptions and Appeals. Welcoming remarks will be made by LISC-Atlanta’s Executive Director, Dale Royal.

Good morning!  Here is updated information on Nicholas House’s emergency assistance program and how to get help to share with NPU-V and Peoplestown.

With the support of the Stadium Neighborhoods Community Trust Fund and other funders, Nicholas House is providing emergency rent, utilities and food support to families in the Stadium Neighborhoods (Mechanicsville, Peoplestown, Pittsburgh, Summerhill and Grant Park) and Metro Atlanta impacted by COVID-19.  Information is below and available in more detail in this flyer—please share with anyone who may be able to benefit!

Mechanicsville Civic Association was originally supposed to meet on Monday, May 4, but this meeting is now canceled. Separately, NPU-V was scheduled to meet on Monday, May 11, and that meeting has also been canceled. From my understanding, the License & Review Board, the Board of Zoning Adjustments, and Zoning Review Board meetings are also canceled for May. Please continue to stay safe everyone!
